Canada will limit the number of international students entering the country for the second consecutive year in 2025, as part of ongoing efforts to ease pressure on housing, healthcare, and other services. The immigration ministry announced that 437,000 study permits will be issued in 2025, marking a 10% reduction from the previous year.
The cap on international student permits was first introduced in 2024 due to concerns over population growth exacerbating the housing crisis. Prime Minister Justin Trudeau, who is set to resign in March, had also pledged to reduce immigration levels, with public opinion polls showing decreased support for newcomers. In 2023, Canada issued over 650,000 study permits, bringing the number of international students to a record high of more than one million.
In response to the cap, applicants for study permits must now submit a Provincial or Territorial Attestation Letter, confirming they fall within the federal limit. This year, master's and post-doctoral students will also be required to submit these letters to ensure their inclusion in the cap.
